REGULAR SESSIONS

ANNUAL SESSION, 09/09/1823

Meeting held at Newburyport (Ch1-254):

Grand Chapter opened.

  • The committee of Finance was read and accepted.
  • A committee on the subject of Franklin Chapter was appointed:

"... all the Chapters, under this jurisdiction, have made regular returns up to Sept. 1822 inclusive, except Franklin Chapter at Greenfield, from which no return has ever been received, except the sum of $111 has been heretofore paid, and credited them in the Grand Treasurer's account, as stated in the last report. The Grand Chapter appointed a committee to communicate with Franklin Chapter – said Committee has written to them, but has never received an answer.

Your Committee are therefore of opinion that the members of Franklin Chapter have treated this Grand Chapter with the most pointed disrespect, and unless they can give a satisfactory excuse to the Grand Chapter, their Charter ought to be immediately resumed {sic}. . ."

  • The committee "on the 14th article of the Regulations" reported, and offered the following amendment:

"No candidate residing in any town where a Chapter is holden under this jurisdiction shall be exalted in any other Chapter within this jurisdiction, without a recommendation from nine members of the Chapter where said candidate does reside, of whom the High Priest, King and Scribe shall be three."

  • The Committee on Diplomas reported that "they have caused the design adopted by the Grand Chapter to be engraved, and several impressions thereof to be made on paper and parchment. The whole expense is $586.45, and they are now ready for delivery."
  • The Grand Secretary was directed to charge 50¢ for each diploma on parchment.
  • A sum of $50 was appropriated for charity.
  • The Grand Secretary was directed to confer with the General Grand Secretary "on the subject of a uniform key to the R. A. characters."

The meeting elected the officers for the Grand Royal Arch Chapter for the ensuing year, with M. E. Paul Dean unanimously elected Grand High Priest, and other officers elected and appointed as noted on Pages ChI-258 and ChI-259.

STATED MEETING, 12/09/1823

Held at Mason's Hall, Boston (ChI-261):

Grand Chapter opened.

  • The committee on Franklin Chapter reported that since the Chapter was represented at the meeting, they asked to be discharged. Their request was granted. A new Committee was appointed to "take into consideration the subject of complaint" against Franklin Chapter. This committee reported that no further action would be required.
  • A committee was appointed "to propose any alteration in the Regulations of this Grand Chapter that they may think expedient, and to incorporate all Standing Rules they find on the records."
  • A committee was appointed "to procure such regalia, etc., as they find necessary for the use of this Grand Chapter."
  • A report on the Order of High Priesthood was received.

STATED MEETING, 06/08/1824

Held at Mason's Hall, Boston (ChI-264):

Grand Chapter opened.

  • The committee on the revision of the Constitution reported progress.
  • The committee on regalia reported progress.
  • A warrant was granted, dated 09/18/1823, to Worcester Chapter in Worcester, as authorized in June 1824. The dispensation was extended to December.
  • A piece of plate for Comp. Thomas Jackson (a silver pitcher) was presented.
