The petitioners did not ask for a Charter, the unsettled and constantly changing character of the early inhabitants of the place, rendering the permanent organization of the Lodge inexpedient, if not wholly impracticable. "The Grand Master of the Grand Lodge of this Commonwealth has recently granted a Dispensation for a Lodge at San Francisco, California . . ."
