REGULAR SESSIONS

Meeting held at Boston (Ch1-161):

The Grand Chapter opened.

The committee for procuring regalia reported progress and had leave to sit again.

The committee "on the subject of itinerant teachers, &c" made a report in which it described the "highly anti-Masonic" behavior of certain persons instructing the degrees, including the Capitular ones; and concluded with the following resolution:

  • Resolved, That it shall be the duty of the Grand High Priest to appoint one or more discreet and well-informed Companions, to be styled Grand Visitor, who shall be commissioned by the Grand High Priest, with the seal of the Grand Chapter affixed, and attested by the Grand Secretary, which Commission shall be in force until the conclusion of the Annual Communication in September, and no longer.
  • It shall be the duty of the Grand Visitor (whenever requested) to visit any Chapter under this jurisdiction, and to teach them the Lectures, mode of Work, and all things appertaining to the interest of the degrees and government of the Chapter, and the parties so employing him shall make him a reasonable compensation for his services. He shall keep a record of his proceedings, and submit it to the inspection of the Grand High Priest when required, and shall make no alterations in the Lectures without permission of the Grand Chapter.

  • That offenders be permitted an advocate (who should be at least a Royal Arch Mason), and that some member of the Chapter might be "solicited to conduct the prosecution on behalf of the craft";
  • That the Chapter will require two-thirds quorum to conduct a trial, and a majority of the members present to pronounce a verdict of guilty;
  • That the Chapter, finding an offender guilty, is "bound to pass sentence either by such censure as they consider reasonable, or by expulsion, having regard to justice, the Constitution of the Grand Chapter, the By-Laws of their Chapter, and the ancient usages of the Craft, and should never forget in passing judgment and sentence, to temper Justice with Mercy";
  • That the Chapter should preserve the evidence, and if an expulsion is determined, that the Grand Chapter should confirmed, with the offender suspended from rights and privileges in the meanwhile.
